in a pot, brown the ground beef, Italian sausage, onions, and garlic (6-9 minutes). Remove grease when done (optional)
add water, tomato paste, crushed tomatoes, and tomato sauce, gently stirring into pot
add sugar, fennel seed, basil, Italian parsley, salt, Italian seasoning, and pepper, gently stirring into pot
cover pot and simmer for 90 minutes. OPTIONAL - when complete, refrigerate overnight before continuing
soak noodles in hot tap water for 15 minutes
put ricotta and nutmeg in a mixing bowl
add egg and chopped Italian parsley, and mix with a spoon
in a 9x13 baking pan, layer 2 cups of sauce on the bottom of the pan, then shake water off wet noodles, and lay 6 noodles across the sauce layer
spread half of the cheese over the noodles
put half of the mozzarella across the ricotta layer, and sprinkle half of the parmesan over the mozzarella
spread 2 cups of meat sauce across the cheese
repeat the layers
cover with foil
bake at 350 for 25 minutes
remove foil and bake another 25 minutes
allow to cool for 15 minute before serving
